HCC’s Consent and Inspections teams work to reduce risks to the public and future generations by making sure people comply with relevant acts, codes, rules and bylaws. We provide security to homeowners and businesses by ensuring that any building, development or business activity is safe and legal. Some of our key roles are:

The Community Development team’s role is to support and strengthen identified communities in need through the provision of best practice advice, information, services and support. The team focuses on increasing the number of jobs and improving the level of job skills in the city,including relationships with the business community, urban development and infrastructure projects, tourism and visitor attraction. Our team is responsible for the District Plan – reviewing and updating it to ensure it will effectively guide the future development of the city for the benefit of the community. We actively seek to engage the community before changes to the District Plan are proposed. We are undertaking a rolling review of the Plan, responding the community’s needs and aspirations.
We are currently reviewing provisions in the District Plan in a number of areas including:
Working with other council staff to match the physical city with the needs and aspirations of community, business, and council both now and into the future.
Recent projects include:
• Writing policies for Heritage, Urban Design, and Urban Development.
• Overseeing CBD construction projects such as the High Street Upgrade.
• Coordinating council’s membership to the NZ urban Design Protocol.
• Managing town centre revitalisation projects such as for Naenae & Stokes Valley shopping centres.

The Road and Traffic Division ensure the city’s 480 km road network is safe, efficient and well maintained. Staff with both professional and technical experience work in the following key areas:

The role of the Hutt Valley Emergency Management Office is to provide an effective and efficient service to both the cities of Lower Hutt and Upper Hutt, ensuring all aspects of the office use the best principles and practices of emergency management and rural fire management. Parks and Gardens is responsible for the management of the City’s parks assets which includes sports grounds, horticultural parks, bush reserves, beaches, playgrounds, gardens, street trees and cemeteries. Leisure Active is responsible for providing recreational services and opportunities for residents of Hutt City. Hutt City Museums operates the City’s two museums – The New Dowse, a progressive arts museum focused on innovation and creativity across a range of sectors and the Petone Settlers Museum, a social/cultural history museum focused on multiethnic settlement and local history.
