Art 4 Change is a Hutt City Council Initiative, a programme designed to foster relationships between local young people and their community.
Art 4 Change was extended to Naenae during 2006.

The Happy Little House storybook is based on the Stokes Valley Plunket Rooms project that was undertaken as part of the Art 4 Change Programme.
This project was initiated when Council's graffiti removal contractor, Dave Sullivan suggested to the Stokes Valley Plunket nurse, Debra Bee, that she telephone Sandy Beath-Croft at Hutt City Council about the vandalism and graffiti that had occurred.
