Proposed New Housing Policy

Hutt City Council is seeking comments and submissions from interested parties on Council’s updated Housing Policy. The proposed Housing Policy is intended to direct Council’s approach to help meet the housing needs of Hutt City.
 
The provision and development of housing is a key issue within our community. Council has a role in housing within the City through its planning function, the provision of social housing, and as a residential developer.

During recent consultation, the community told Council that the issue of affordable housing has become an increasingly important issue, with many people feeling locked out of home ownership by high prices, and rental increases stretching many households.

Council expects housing affordability will remain an important issue in the long term. This goes hand-in-hand with other trends such as an aging population, tendency towards smaller households, and a growing population that need to be addressed within Council’s Housing Policy. The Council proposes that the overall objectives of its housing policy should be to:

  • increase the supply of residential developments;
  • ensure there is a more balanced mix between intensive housing and non-intensive housing developments; and
  • ensure a supply of social housing for the elderly and socially disadvantaged;

There are three main strands to Council’s proposed approach to meeting these objectives:

  • District  Plan;
  • Investment and development; and
  • Advocacy, influence, and encouragement.
