Location
Animal Services Division is located on the ground floor of the main Council Administration Building, 30 Laings Road, Lower Hutt.
The Animal Services Centre is located at 21 Meachen St, Seaview, Lower Hutt.
Hours
Animal Services Centre is avaliable Monday to Friday (except public holidays) 12.00 noon to 1.00 pm and 4.00 pm to 5.00 pm, Saturday 12-1pm.
In an emergency outside these hours call the After Hours Emergency Number
The Customer Call Centre and Main Administration Building, Monday to Friday (except public holidays) from 8.00 am to 5.00 pm.

Breaching The Hutt City Council Dog Control Bylaw or the Dog Control Act 1996, can result in fines.
Animal Services Fees & Charges 2009/10
Council reserves the right to vary fees and charges for goods and services or amenities provided by Council under Section 12 of the Local Government Act 2002 (other fees may be prescribed by by-law).
All fees and charges include Goods and Services Tax (GST).

Remember that all dogs attaining the age of three months must be registered.
If you no longer own a dog, your dog has died or you have moved address within the past 12 months, please notify Council immediately.

Dog Registration
All dogs over 3 months of age must be registered with the Council each year. A fee is payable.

You may request a refund on your paid registration fees if your dog has died by clicking here. This will download a PDF form to print out, complete and post back to Hutt City Council.
Additional Dogs
A special licence is required to have 3 or more dogs aged 3 months or more at any one time. This does not apply to areas zoned rural.
Confinement/Control
Dog Owners must prevent their dogs from wandering by keeping them under proper control or effective confinement, especially at night.
Shelters
Council prescribes minimum standards for accommodation of dogs.
Impounding
Dogs found roaming in any public place or on another persons property, whether or not they are wearing collars or properly registered, may be impounded. Fees are payable in respect of impounded dogs.
Barking Dogs
Where a nuisance is created by the persistent and loud barking or howling of any dog, the Council has powers to require the nuisance to be reduced or the dog to be removed from the land or premises.
Attacking Dogs
Council has powers to seize dogs that attack people or animals. This may result in the dog being destroyed.Report all incidents to the animal Control Section.
Dangerous Dogs
Dogs that have been classified as dangerous by the Council are required to wear a muzzle in a public place and owners must comply with other stringent conditions for the keeping of dangerous dogs.
Offences
Owners can be prosecuted or issued infringement notices for failing to comply with The Hutt City Council Bylaw 1997 - Part 4 - Dog Control, or the Dog Control Act 1996.
Dog Policy
Hutt City has a Dog Policy which provides a comprehensive code for dog owners in the City. The Dog Policy is available for viewing at Council's Administration Building (Customer Service Centre), City Libraries and the Animal Control Centre.
Target Response Times
- Emergency requests are responded to within 30 minutes
- Notification of wandering dogs are responded to within 2 hours
- Complaints concerning barking dogs are responded to within 2 days
- Other general requests are responded to within 5 days
