Measurements of vehicle operating speeds and examination of the crashes reported to Police confirm speed is a significant contributing factor in these accidents.
To improve safety for pedestrians, residents, drivers and the students of Naenae Primary School, Council proposes introducing a Local Area Traffic Management scheme. This initiative aims to reduce driving speeds, better define the carriageway and improve street lighting along Waddington Drive.
Council proposes installing:
- 10 sets of speed cushions the length of Waddington Drive spaced at around 100-130 metres apart. Speed cushions (artist’s impression below) are similar to speed humps except they are not continuous across the road. This allows buses to travel through the gaps without having to brake excessively
- A raised zebra pedestrian crossing at Naenae Primary School. Full width speed humps would be installed either side of the pedestrian crossing to slow traffic approaching the crossing
- Curve warning and speed advisory signs at the intersection of Waddington Drive and Cole Street
- New painted edge-line markings to define kerbside parking bays and narrow the carriageway. This is a proven technique in reducing driver speeds
- Upgraded LED streetlights to better define the street at night.

Members of the public have suggested several alternative options, such as installing bollards or barriers, for managing hazards on Waddington Drive. These have been studied by traffic engineers internationally and their use does not fit the unique requirements of Waddington Drive.
Using bollards to stop vehicles that have lost control
Bollards are typically designed to stop vehicles at lower speeds. At higher speeds, the bollards are unlikely to stop the vehicle and could result in serious injury to the vehicle’s occupants.
Install crash barriers on the corner near Cole Street
Crash barriers are typically designed to be effective if struck by a vehicle at an angle of less than 20 degrees. At an angle of greater than 20 degrees, vehicles are likely to travel through or under the barrier with the potential to cause serious injury.
Barriers also need to cover a minimum distance to be effective. To achieve this on the Coles Street corner, the barrier would block a private driveway and pedestrian access across Cole Street.
- Council’s proposed Local Area Traffic Management scheme would reduce driver speed, eliminating the need for bollards or barriers.
Install speed cameras
Speed cameras are installed by the New Zealand Police and based on factors like traffic volume and crash frequency. On this basis, Waddington Drive does not qualify for a speed camera.
Residents along Waddington Drive have received written notification of the proposed Local Area Traffic Management scheme. Council is now calling for feedback on the proposal via the document below.
