Planning for the future – Council adopts new Sustainable Growth Strategy

A new strategy guiding how we want our city to accommodate population and economic growth over the next 30 years has been given the green light.

Hutt City Council has adopted the Sustainable Growth Strategy 2025–2055 which provides a long-term vision for how the city will grow.

Mayor Campbell Barry welcomed the new document which replaces the Council’s Urban Growth Strategy 2012-2032.

“Lower Hutt is growing – we’re expecting another 40,000 people to call our city home over the next 30 years. This strategy gives us a clear path to grow in a way that’s smart, sustainable and works for everyone. It’s about building a city that’s better connected, more resilient, and inclusive – a place where all of us can live well and feel proud to be part of.”

The strategy integrates work from existing plans across transport, infrastructure, and open spaces, aligning with the Long-Term Plan 2024–2034 and proposed District Plan.

With a 30-year outlook, the Sustainable Growth Strategy will help inform decision-making and investment by Council, government and the private sector. The strategic directions are to:

  • Enhance the heart of the city
  • Create a greener and healthier city
  • Build up the central and northern valley floor
  • Grow with Te Awa Kairangi Hutt River
  • Foster prepared coastal and low-lying communities
  • Cultivate well-connected economic precincts
  • Support neighbourhoods outside the valley floor
  • Strengthen transport options

Council heard from a wide range of stakeholders during engagement on the draft strategy including residents, Mana Whenua, community groups, and government agencies. All generally supported the strategic directions contained in the document.
