What are the City Centre Street Upgrades?
Investment is happening in our city centre to deliver crucial flood protection, enhance transport options, and bring new life to the city centre.
This investment means there are some big changes coming to our city centre streets and how we connect with our awa (river). We have the opportunity to upgrade to our City Centre Streets to make our city centre safer, easier to navigate and more enjoyable for everyone who works, shops or lives here.
Streetscape Strategy
The Streetscape Strategy was adopted by Council in March 2026. The Strategy identifies priority locations for street upgrades in the city centre.
This work included:
- the development of a long list of potential street upgrades.
- the assessment of the long list which led to a short-list of potential scenarios.
- a multi-criteria assessment of the scenarios to identify the recommended programme of upgrades.
- cost estimates of the scenarios.
- parking impact of the scenarios.

What's happening now?
In April to May 2026 we engaged to check that our designs were going in the right direction, ask whether we’d missed anything and gather any extra feedback before starting the next stage of design.
We’ve analysed this feedback and revisited the plans to understand what changes we may need to consider. This is summarised in our Engagement Report City Centre Street Upgrades & Riverside Park.
Proposed plans for both our city centre street upgrades and the Riverside Park and Car Park will then go to Council for approval later in 2026, before detailed designs are produced and traffic resolutions are progressed.
We’ll continue to share updates as these projects progress.

What else is happening?
Te Wai Takamori o Te Awa Kairangi is a transformational programme of work for our city. It brings together flood protection, river restoration, transport upgrades, a new pedestrian and cycling bridge and city centre revitalisation.
The programme is a partnership between iwi Taranaki Whānui ki Te Upoko o Te Ika and Ngāti Toa Rangatira, Greater Wellington, Hutt City Council and NZ Transport Agency Waka Kotahi.
