Hutt City Council has adopted its Annual Report 2025–26, reflecting a year of investment in the city, improvements to services and preparations for major changes to local government.

The report outlines Council’s progress over the financial year, including completing Tupua Horo Nuku, the opening of a new shared path connecting Petone with the wider region, and preparing for the transfer of water services to Tiaki Wai.

Mayor Ken Laban says balancing affordability with the city’s long-term needs remained a priority.

“We know households are feeling the pressure of rising costs. Throughout the year, we worked to keep rates increases down while maintaining services and investing in the infrastructure our city needs.

“This report shows what that work has delivered for Lower Hutt, while recognising the financial challenges still ahead.”

A highlight was the completion of Tupua Horo Nuku, the 4.4-kilometre coastal shared path and seawall connecting the Eastern Bays. The project strengthens the coastal route and improves safety for people walking and cycling. The opening of the Te Ara Tupua Ngā Ūranga ki Pito-One shared path between Petone and Wellington also created a significant new active transport connection.

Work continued on Te Wai Takamori o Te Awa Kairangi (RiverLink), alongside other flood protection, transport and urban regeneration projects.

Council undertook extensive preparations for water services to transfer to Tiaki Wai on 1 July 2026.

The year also saw greater use of technology to improve services and efficiency. Council’s AI programme and Building Control team received national recognition, alongside awards recognising the design, sustainability and community outcomes of Te Ngaengae Pool and Fitness.

Council’s financial results for the year focus on financial sustainability. These are reflected in the latest independent credit assessment. Following the annual Standard and Poor’s (S&P) credit rating review, Hutt City Council’s S&P rating was maintained at A+ with a stable outlook.
