About the licence
Licensing commercial dog walkers helps keep people, dogs, and the community safe. It supports professional standards by encouraging experienced dog handlers and gives dog owners confidence when choosing a service to look after their dogs. Licensing also allows Animal Services officers to take action if commercial dog walkers do not follow the rules or handle dogs unsafely.
- A licence is required for each individual person who will be in charge more than four dogs while walking.
- Companies with three or more staff can pay the company fee which includes up to three individuals.
- Each individual working for the company needs to complete the requirements for a licence.
- Additional individuals can be added to the company licences.
How to apply
- Complete the application form
- Pay the application fee

- Supply any necessary documentation
- Attend a course with our Animal Services team
- Pass an assessment by a Hutt City Animal Control Officer
How to renew
- Contact Animal Services a minimum of two weeks before your licence expires
- Complete the renewal form
- Pay the renewal fee
- Verify your contact details
- Provide a current public liability insurance form

Exemption to walk more than four dogs
If you believe you have a valid reason to walk more than 4 dogs for a non-commercial reason, then you can apply for an exemption. This will be reviewed by an Animal Control Officer. Some examples which could qualify are:
- Walking dogs for a charity or SPCA
- Owning more than 4 registered dogs
Note this requirement does not apply to dogs registered as working dogs as defined by the Dog Control Act 1996.
