Process for Corridor Access Request applications

Submission timeframes

These are the minimum timeframes for submitting Traffic Management Plans (TMP) and Corridor Access Requests (CAR) to council.

The CAR must be submitted to council with the following minimum periods befpre the contractor intends to start the work:

  • 10 working days for Minor Works
  • 15 working days for Major Works and Project Works in the corridor
  • Emergency CAR are to be submitted no longer than 48 hours from start of works

Failure to follow these timeframes may result in your application not being approved by council.

Pre-Meeting (only applys to Major and Project Works)

This meeting is to be held with Hutt City Council to discuss

  • Scope of works
  • Traffic management options
  • Works hours
  • Night/Weekend works
  • Steel plate requests
  • Detour routs
  • Reinstatement requirements

Pre-Approvals

  • Following pre-meeting the Contractor will email the Operation Corridor Manager or Corridor Access Engineer
  • For night works: A Construction Notification Notice (CNN) form needs to be filled out and sent to the Environmental Manager (Dean Bentley). The Environmental Manager will send recommendations to the CAR team - night works are not approved by the Environmental Manager.
  • Approvals from non-Council organisations (Metlink, Wellington Transport Operations Centre, Waka Kotahi etc) should be obtained and uploaded to CAR prior to submission to Hutt City Council
  • A3 form filled out and uploaded to CAR
  • The list of CAR pre-approvals required will be reviewed by CAR Team and then approved or declined

Contractor peer review

  • Contractor is to peer review TMP and CAR before submission
    • TMP and CAR that are not peer reviewed will be declined

Application

  • Contractors are to make sure all relevant information is on or uploaded to the CAR in Submittica
    • Pre-approvals
    • A3 form
    • Site plans
    • Resident notification letter
  • Contractors are to contact Hutt City Council if there are any outstanding issues
  • Reinstatement requirements for minor works are to be discussed with Hutt City Council

Where additional information is required, this must be supplied within 5 working days or the application will be cancelled according to our 5-day Cancellation Process for CAR applications.

Traffic Management Coordinator review

The Traffic Management Coordinator (TMC) will review the TMP.

Approved TMP: Will be forwarded to the CAR tem to review on methodology and Work Access Permit (WAP)

Declined TMP: Contractor will be notified through Submittica with notes from the TMC and reason why the TMP was declined.

CAR Team review

The CAR Team will review the scope of works, work methodology, and A3 form.

The CAR Team will discuss with the Contractor any outstanding issues with the scope of works, work methodology, and reinstatement.

The CAR Team will issue the WAP and conditions, and release the TMP.

Works completions

The following information is required:

  • A9 form filled out and uploaded to CAR
  • Work completion photos
  • Compaction result sheets (applies to all excavation works)
  • Site walk-over for projects

Warranty period

CAR will be placed into a standard 2-year warranty period once the CAR Team is satisfied that all requirements have been met by the Contractor.

Any defects that may occur during this period will be raised by the CAR Team to the Contractor. Defects are to be completed by the contractor within the timeframe agreed between Hutt City Council and the Contractor.

Once all requirements are met the CAR will be signed off at the end of the 2-year warranty period.
