Road maintenance

Council performs regular maintenance, renewals and rehabs on the road surface and footpaths throughout our city to keep them in good condition and ensure smooth travel.

Road surfaces are not permanent and naturally deteriorate over time. Factors like increased traffic loading, trenching for underground services, surface oxidation from sunlight, and weather conditions, all contribute to wear and tear of our road surface and pavements.

We develop an annual programme of maintenance work and resurface about 15kms of road every year. Most of this work takes place between November and March, when warm weather and ground temperatures ensure the best results.

Resurfacing options

We have two resurfacing options each designed for a specific purpose, and in some cases a combination of both options might be used.

Chipseal:

  • Consists of a layer of sprayed bitumen followed by one or two layers of stone spread evenly over the surface of the road.
  • Improves road safety by providing enhanced skid resistance.
  • Strengthens roads waterproofing abilities helping to protect the road pavement (road foundation) and prevents ruts and other types of damages.
  • The lifecycle of a chipseal road ranges from 8-15 years. Roads with high traffic volumes generally require resealing every 8 years whereas roads with low-traffic volume may last 15-20 years, depending on other contributing factors like weather conditions.

Asphaltic concrete (asphalt):

  • A hot-applied pre mixture of aggregates and bitumen that is paved in layers of varying thicknesses starting from as thin as 25 millimetres to whatever thickness is required.
  • Improves the levels and structural integrity.
  • Commonly used as final layer/wearing coarse over the road pavement. Also used as a structural layer to enhance the overall strength of the pavement.
  • Provides a smoother and more comfortable ride quality.
  • Chosen for areas that have a lot of turning traffic or are often used by heavy vehicles.
  • Typical lifespan of an asphalt surface is 12-25 years, before major rehabilitation is required.

Scheduled resurfacing November 2025 to March 2026

Our seasonal programme of maintenance work to resurface and reseal roads across Lower Hutt will begin in November 2025.

You’ll get a letter letting you know when we'll be working in your street. The letter will include information on where and when the work is happening, how long it should take, if there is anything you need to do (like keep your car off the road), and contact numbers for the contractor and Council.
