Paid parking in Lower Hutt
We run metered parking in the Lower Hutt CBD, along Jackson Street in Petone (between Hutt Road to Cuba Street), and in the Peel Carpark in Petone. These areas are clearly signposted, and you can also use the PayMyPark app.
The metered area in the Lower Hutt CBD includes Market Grove (at the southern end of the CBD) to Downer Street (at the northern end), bounded by Cornwall Street and the Riverbank car park.
Parking zones and their charges
The cost of parking depends on the zone you park in.
Parking meters accept debit and credit cards and operate between 9am and 5pm, seven days a week (excluding public holidays). You can also pay via PayMyPark website or app - pay your parking from your smartphone and extend your time remotely.

Riverbank Car Park Closure
The northern end of the Riverbank Car Park, including the Rutherford Street entrance, is closed for Te Wai Takamori o Te Awa Kairangi (formerly RiverLink) works.
The southern end, accessed from Daly Street, will remain open until January 2027.

High Street in Petone is the only street with a residents' parking zone in Lower Hutt.
This means you have to have a resident's parking permit to park there. If you don't have a permit displayed on your windscreen, you will get a ticket. To apply for a permit, send us an email with your proof of address.
You do not need a residents' parking permit in any other areas in Lower Hutt.
Where can I park for free?
There are a small number of 15-minute (P15) and 60-minute (P60) parking spaces provided throughout the metered areas in the CBD and Jackson Street. These spaces have no charge for parking, but you may get a parking ticket if you stay longer than the time allowed.

Paying for parking
You can pay:
- by credit or debit card at all parking meters
- Enter your vehicle's licence plate number at the parking meter and pay for the amount of time you want to park. You won't receive a paper ticket, so you don't need to go back to your car once you've paid.
- The parking meter will ask you if you would like a receipt, if you select YES it will display a four-digit code and the eReceipt website you can download it from.
- Our parking officers will use your licence plate number to confirm that your vehicle has a valid parking session.

Since April 2024, the 50-cent fee charged when credit and debit cards are used on Hutt City Council-run parking meters has been waived. This is to align with the Retail Payment System Act 2022 (the Act) and the Commerce Commission’s recent guidelines.
Parking paid for via PayMyPark still attracts a fee. This fee is charged by a third party and does not go to Hutt City Council.
Due to ongoing vandalism and theft, in August 2025 we converted all remaining coin-operated meters to accept card payments only.
What if I don't have a smart phone or credit/debit card?
Talk to your chosen financial institution about pre-paid cards or debit cards. Most account types offer some form of payWave enabled product.
What is the shortest period of time I can choose to pay for?
Following customer feedback, all meters were updated in early September 2025 to enable 15-minute increments to be selected in the first hour of parking. After the first hour, increments are 30 minutes. If using PayMyPark, you can select 15-minute increments for however long your parking zone permits you to park.
Bike parking and lockers
Metlink provides free bike parking at train stations. They are first come first serve, and are for day use only.
Reserved lockers or sheds are available at some train stations. You might need to pay a deposit and there is a wait list.
